We have a vacancy for a Kaitakawaenga based with the Ngā Whenua Rāhui team.  The Primary location of the position is Gisborne, however depending on a range of business factors the work could be done from a variety of NWR and DOC office locations on the East coast or partly from home.  Please indicate in yoiur application your preferred location of work.  

You will be focused on the negotiation and administration of the Ngā Whenua Rāhui Formal Protection Agreements and engaging with Māori landowners, whānau/hapū, communities and other groups to enhance indigenous biodiveristy and cultural outcomes on whenua Māori.


The position will be a member of the Engagement Team, reporting to the Team Lead, Engagement and responsible for promoting the Ngā Whenua Rāhui Fund in the East Coast region. 


The position is responsible for managing the effective and efficient delivery of the following functions:

  • Support the strategy for building landowner capacity and capability
  • Plan and implement the formal protection strategy – working closely with others who hold relationships with landowners and communities at place
  • Implement the communications strategy (once defined) with a focus on external engagements with landowners
  • Promote the cultural framework strategy ensuring a Māori cultural lens is applied to all the work the Kaitakawaenga does
  • Negotiating applications in line with the Ngā Whenua Rāhui Fund criteria and cultural framework strategy; application management and monitoring; and kawenata/agreement monitoring
  • Develop annual work plans consistent with the various strategies including the strategic direction determined by the Ngā Whenua Rāhui Kōmiti


Some of the tasks undertaken in the role will include:

  • Building and sustaining key relationships at place with Māori landowners, whānau/hapū, community, and others.
  • Working with Māori landowners, whānau/hapū/iwi, and community groups to achieve indigenous biodiversity outcomes.
  • Excel in the role by aspiring to professional development and performance management.
  • Contributing to the collective strategic focus and management of the Team.


Minimum requirements for the role:

  • Knowledge of indigenous biodiversity and the cultural and spiritual values as they relate to Māori land.
  • Comfortable engaging and working with people, not only in local Government but within the Māori and wider communities.
  • Have a strong understanding of tikanga and kawa of whānau/hapū/iwi situated in the North Island's, East Coast and South East Regions.
  • Collaborative approach to work, valuing a strong relationship with our landowners, tangata whenua, and other members of the community including DOC staff.
  • Understand terms and conditions of legal agreements.
  • Convey information and ideas through quality written reports and oral presentations, using appropriate language, including te reo Māori.
  • A minimum of 3-years' experience in project management.
  • Has the experience, skill set and vision for big picture strategy.
  • Flexibility and willingness to travel, spending periods of time away (full driver licence required).
  • Demonstrated skills and experience in team building, change management and working collaboratively; proven people management skills and experience.
  • Ability to multi-task and work independently while maintaining quality of work and outputs.
  • Knowledge of hapū/iwi dynamics.
  • Strong focus on health, safety, and well-being.
  • Full driver's license.


Ideally you will have:

  • Intimate knowledge of the Ngā Whenua Rāhui Fund and its relevance to Māori landowners.
  • Understanding of Māori legal structures, Te Kooti Whenua Māori proceedings and legislation that affects whenua Māori.
  • Knowledge and understanding of the Māori political environment and government agencies whose role is to promote Māori achievement e.g., Te Puni Kōkiri, Te Tumu Paeroa.
  • Competence in oral and written te reo Māori.
  • Knowledge of legislation and the agreements that Ngā Whenua Rāhui employ to formally protect whenua Māori.
  • Knowledge of the role of local Government in relation to sustainable land management.
  • Ability to create GIS maps using various systems, including Google Earth.
  • Ability to develop and implement systems that promote administration efficiency.
  • Current First Aid Certificate.
  • Advanced user of Microsoft Office – Word, Excel, Outlook, and PowerPoint
